What happens is that water is allowed to flow to the head, but has to wait for a separate activation. This happens when elements within the individual heads are activated by heat, and then the water is discharged. This means that each of the heads works individually, therefore a whole floor of the building is not sprayed with water when the problem is localized to one or two desks.
