Once a plan is in place things that can be fixed should acted on, and for the rest whatever intermediate steps should be taken to minimize vulnerabilities.

Efforts to shore up defenses are often met with a common joke that there is not a terrorist behind every tree, the response to which is to ask the person to then identify which tree.
