See if there is any paint flaking. Peeling also can be a problem. Also, be sure to check the stripping around your windows. You should be sure to put back on any portions of the weather stripping that are loose.
Also, if you see any condensation between the panes of glass in your windows, this means that the seal between the panes is failing. You may want to consider replacing the windows that are doing this.
Also, you should check for any drafts around your windows. If your windows were not installed right, or are very old, they may be allowing air to leak around them. And always remember that new window products are much more energy efficient than windows made even 10 years ago.
